North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.

Responsibilities:

Management of the emergency and protective services department including emergency management, fire services, fire suppression, and fire prevention, in accordance with corporate policies and procedures, the Establishing and Regulating By-Law, the Ontario Fire Protection and Prevention Act, and all other applicable legislation.

  • Effectively manages the overall administration, operations and special project activities of the emergency and protective services department
  • Performs the statutory duties of Fire Chief under the Fire Protection & Prevention Act
  • Performs the statutory duties of “Community Emergency Management Co-ordinator” and the “Emergency Programs Manager” for emergency management purposes
  • Provides advice and technical guidance to the CAO and Council relating to the functions and services of the emergency and protective services department
  • Ensures that fire, and emergency management are in compliance with all applicable legislation, corporate and administrative policies/procedures
  • Monitors all multi-jurisdictional and other fire-related agreements and makes recommendations to the CAO and Council on any changes
  • Ensures that the Municipality is in compliance with all applicable legislation, by-laws, approved standards and service levels relating to the department
  • Cooperates with the efforts of other municipal departments in the achievement of efficient and cost effective work flows and business processes
  • Attends Council, committee, departmental and other meetings as required
  • Prepares administrative and operational policies, guidelines and procedures for the department
  • Establishes systems to efficiently and effectively manage all departmental operations
  • Conducts research and analysis on economic, demographic, social, environmental and fiscal trends as they impact the emergency and protective services department
  • Performs such other duties as directed by the CAO

Qualifications:

  • Company Officer/Fire Protection Technology Diploma from the Ontario Fire College, accompanied by additional studies in Fire Prevention, Public Administration, leadership and staff management
  • Minimum of eight (8) years of progressively responsible experience at a supervisory or management level in a municipal fire department
  • Thorough knowledge of the Fire Protection and Prevention Act, fire inspection and other legislation/regulations, guidelines and best practices related to the operation of a municipal fire department
  • Demonstrated commitment to continuous improvement through performance measurement and benchmarking to improve operations, streamline work processes and work cooperatively and jointly to provide quality customer service
  • Excellent research, analysis and policy development skills
  • Demonstrated knowledge of fire administration, suppression, fire-fighting techniques, and fire prevention and education
  • Excellent knowledge of laws, regulations, policies and guidelines as they relate to emergency and protective services
  • Excellent interpersonal and public relations skills, with a key focus on customer service excellence
  • Excellent written and verbal communication skills
  • Computer proficiency and sound working knowledge of information technology
  • Effective management and leadership skills to build a successful team
  • Experience in budgeting, financial management, and project management
  • Conflict resolution, negotiation, and problem-solving skills
  • Valid Ontario Driver’s license

Working Conditions

  • Generally, regular hours of work (Monday through Friday, 8:30 a.m. to 4:30 p.m.)
  • Able to respond and manage major emergencies, including incident command
  • Attend all Council meetings as required
  • Attend other meetings, such as budget, other committee meetings, meeting with outside agencies, developers, or consultants, as required
  • Office environment and some travel within municipality to various locations and outside municipality (courses, seminars, meetings, special functions)
  • Occasional after-hour and weekend work for special projects, responding to emergencies and attending public functions

Compensation:

  • The salary range for this position is $107,244 - $134,170, includes pension and benefits (35-hour work week). May include after office hours including evenings and/or weekends, as necessary.
