North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination. Alternatively, for a more leisure journey, North Grenville offers the historic Rideau River managed by Parks Canada.

Reporting to the Deputy Director of Planning and Development, the Planner I undertakes and assists in carrying out planning studies and research projects, processes a variety of planning applications, carries out data collection, maintenance, and analysis, provides planning information and advice to the public. 

  • Under the direction of the Deputy Director of Planning and Development, processes applications for Official Plan Amendments, Zoning By-law Amendments and/or Subdivision/Condominium with such applications having a level of complexity that is appropriate for the experience level of the Planner.
  • Apply planning principles and policies to ensure development conforms with the Official Plan, Provincial Policy Statement, and other relevant legislative documents.
  • Coordinates the input from developers or their consultants, other departments, board and commissions, provincial and federal agencies, and the public on the details of planning and development proposals and amendments.
  • Prepares reports and provides advice to the Planning Clerk, Deputy Director of Planning and Development, and Director of Planning and Development
  • Responsible for professional land-use planning functions within the legislative and regulatory standards set out in the Planning Act, the Official Plan and other relevant legislation and policies under the supervision of the Deputy Director of Planning and Development
  • Processes, researches, evaluates, and analyses preliminary and formal minor development applications, including Official Plan amendments, zoning by-law amendments, minor variances, consents/severances, plans of subdivision, condominium plans, and site plans
  • Provides professional advice to Council, municipal staff and other professionals, developers, and the public in respect of land-use planning matters and development proposals
  • Assists in the preparation of Official Plans, zoning by-laws and amendments thereto, and other land-use studies as required
  • Participates in department, committee and council meetings as required
  • Attends Advisory Committees as required, to provide administrative support, to seek input from and present reports on planning studies, projects, and other matters, or to provide information and advice on planning matters.
  • Gives professional planning evidence before the Ontario Land Tribunal, other Boards and Commissions and the Courts on minor planning matters.
  • Reviews Building Permit applications to ensure applications comply with the Comprehensive Zoning By-law
  • Active member of the Municipality’s Development Review Team, including agenda scheduling, preparation, and distribution
  • Assists in general administrative duties as requested by the Planning Clerk
  • Perform other duties relevant to the position as necessary


Essential (minimum) Qualifications:

  • Post-Secondary degree in Planning, Geography or other related field of study required
  • Minimum 1 year of experience in land-use planning, including the interpretation and implementation of relevant legislation and Official Plans
  • Candidate member with the Ontario Professional Planner Institute
  • Computer literacy in a Microsoft environment and demonstrated experience with GIS, knowledge of database management software considered an asset
  • Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills
  • Must be willing and able to attend meetings during and after regular business hours throughout the Municipality.
  • Ability to coordinate development projects and ensure feedback from the internal and external stakeholders has been incorporated into development applications/studies.
  • Exceptional organizational and time management skills and the ability to balance diverse, changing, and conflicting priorities
  • Demonstrated ability to work independently
  • Strong team and leadership abilities


  • The salary range for this position is $54,891.00 to $68,614.00 with pension and benefits and is based on a thirty-five (35) hour workweek. May include work outside of normal working hours for meetings and conferences.
