Highlights from the February 4, 2020 Committee of the Whole

Accessible Transportation: Chris Mackay provided an overview of the Allegiance Transportation Services (ATS) that provides accessible transportation in North Grenville. Beginning in January 2020 the service transitioned to the Municipality of North Grenville. With the new partnership in place, ATS is looking to increase its service by adding more buses, expanding the geographic area they serve, and providing online booking.

Advisory Committees and Associated Boards: The Committee of the Whole received the recent minutes from the Municipal Advisory Committees and provided a brief overview of each. Details on each Committee can be found on the Municipal website

Final Draft of Parks, Recreation and Culture Master Plan: Steve Langlois of Monteith Brown Planning presented the final draft and reviewed amendments based on comments received from the community. The vision for parks, recreation and culture in North Grenville focuses on facilitating community-responsive services that support healthy physical activity and wellbeing for all.

Much of the feedback provided by the public was around ensuring cultural activities are embedded in the plan, and promoting unstructured outdoor and indoor activity options (i.e. non organized sports). This includes extending the trails, and the possibility of building an indoor recreational facility, including an aquatics centre.  The Master Plan recommends - as a next step - that a feasibility study be conducted about the establishment of such an indoor recreational facility. The Master Plan has 84 recommendations and will guide decision-making over the next ten years. The Committee of Whole recommended to Council that it be approved. The final plan is available on the Municipal website.

Items recommended to Council for approval: Interim Tax Levy By-Law, special Committee of the Whole (Daytime) Meeting dates (March to May), Declaration of surplus land (2680 Concession Rd), and recommendations put forward by the Arts and Culture and CEDAC committees.

Special Daytime Committee of the Whole meetings are now live streamed. Meetings are held Wednesdays at 2:30pm. The schedule and live stream can be found on the Municipal website.

Public Meeting: Budget Open House NEW DATE, Tuesday, February 11, 7:00 pm at Bishop’s Mills Community Hall.

Upcoming Meetings: Council on Tuesday, February 18, Special Council Budget meeting Wednesday, February 19.  All meetings begin at 6:30 p.m. in Council Chambers at the Municipal Centre located at 285 County Rd 44, Kemptville and live streamed via the Municipal website.
