Transportation Master Plan

The Municipality of North Grenville has completed a Transportation Master Plan (TMP) and Commuter Cycling Plan to establish strategic direction to meet the long-term development needs to manage and grow North Grenville’s transportation network. This plan offers a range of transportation options to meet the needs of North Grenville residents through active transportation and infrastructure-related improvements. key outcome of the study is a list of transportation projects that the Municipality can incorporate into its capital programming. The TMP has considered comments and input received from members of the public, agencies, and local interest groups and organizations over the course of the study.

The development of the TMP was undertaken in accordance with the master planning process following the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (EA) (October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act. 


In late 2017, the Municipality in consultation with WSP began the process of creating a Transportation Master Plan (TMP) to be used as a planning document for staff and council. Shortly after the commencement of this project, the department of Parks, Recreation and Culture received funding for the creation of a Community Cycling Plan. These two projects would be completed concurrently and would follow the Municipal Class Environmental Assessment Master Planning Process (ONLY the TMP will be an official “Master Plan”).

On September, 10th, 2019, WSP presented the final reports to Council and through Council deliberations a plan was put forth for the commencement of the final 30-Day public consultation. This consultation officially ended on October 28th, 2019. Through this consultation, the Municipality received a number of comments to which the consultant , WSP, responded to the residents and where appropriate made amendments to the report. With the completion of this final consultation, the Municipal Class Environmental Assessment has now concluded.

Although the official processes have ended, the documents will remain in a “review” state until such time as Council adopts the documents through By-law – anticipated at the December 17th, 2019 Council meeting following the December 3rd, 2019 Committee of the Whole Meeting.
