RFQ: Campus Communications Strategy

Background

The Municipality of North Grenville is seeking quotations from qualified Communications professionals to develop a Communications Strategy for the Kemptville Campus Education and Community Hub (KCECH). The Municipality invites proposals from firms/individuals with experience in developing communications strategies that meet core strategic objectives and business goals.  

The Communications strategy is to identify and address communication gaps, and develop tactics for internal and external communication to: create awareness, inform, educate, facilitate collaboration and partnerships, and promote KCECH activities.  

Tactics to include and not limited to: marketing - brand / logo development, social media, print media, and recommendations for website architecture and design. Quotes will be accepted until 4:00pm on Friday, October 19, 2018. The project is to be completed by November 30, 2018.

Scope of Work  

In consultation with the project manager of KCECH and key stakeholders, create a detailed Communications Strategy that aligns with the Education & Community Hub’s priorities.

Marketing and Communications Strategy

  • Research and data collection: collect feedback from key stakeholders and analyze recent KCECH plans and studies. 
  • Develop the KCECH brand.  
  • Create brand guidelines (including a logo and tagline for KCECH). 
  • Brand development to include and recognize multiple partners and tenants - presence and mandates. 
  • Identify and define key target markets for KCECH. 
  • Complete a Marketing - SWOT Analysis (strengths, weaknesses, opportunities and threats) for KCECH. Work with stakeholders to set clear communications objectives (describe the desired outcome of the communications plan with attainable and realistic objectives, targets and a clear time frame). 
  • Develop a comprehensive communications action plan with detailed budget that will become a component of annual operational planning.  
  • Recommend key tools and tactics (online, print, radio, video, social media, stakeholder relations) to reach organizational objectives.  
  • Make recommendations on how to monitor, measure and improve communications activities.  
  • Recommend best practices for internal and external communication.  
  • Make recommendations on framework and content for the future KCECH website.

Quotation Requirements

The quotation should be concise, without excess verbiage, and shall contain, as a minimum, the following:   

  • Specific details of the scope of work that would be undertaken, timelines of the work and cost. 
  • A list of subconsultants, complete with their relationship to the project, their office location, and a description of the work they will perform, together with experience in work related to this type of project. 
  • Project Schedule in a bar chart or similar format. The Schedule should include meetings with the Project Manager of KCECH to discuss the progress and details of the project. 
  • Confirmation of Professional Liability Insurance (Errors and Omissions) coverage for a minimum $500,000.00 for the specific project.  
  • Provide examples of similar projects that have been successfully completed by the proponent, including references, contact names and phone numbers.

Budget  

The Municipality has budgeted $8,000 for the development a Communications Strategy for the Kemptville Campus Education and Community Hub.

Purchasing Procedures

There are a variety of purchasing procedures in place to ensure openness and accountability. The Municipality is also aware of the regulations set out in the Accessibility for Ontarians with Disabilities Act as it pertains to any purchases or business transactions the Municipality is involved in.

Quotations – The Municipality will seek three verbal quotations for items under $2,000 and three written quotations for items ranging from $2,000 to $10,000.

Tenders – The Municipality will issue a tender for items $10,000 and over.

Requests for Proposals – The Municipal may seek a Request for Proposal (RFP) for an item of any dollar value, which may include professional and consulting services.
