Responsibilities:

Reporting to the Chief Administrative Officer, the Manager of Human Resources is responsible for providing leadership and management of Human Resources which includes policy development, employee/labour relations, health and safety, learning and development, recruitment and selection and compensation and benefits. 

This position will provide support, advice, direction and creative solutions while dealing with complex issues and be responsive to the changing needs of a dynamic workforce.  The Manager of Human Resources will develop clear HR objectives that are designed to create a positive work environment to engage staff, facilitate good employee and labour relations, support career growth initiatives, and foster strong commitment to the Municipality of North Grenville’s values and customer service. 

Duties and Responsibilities:

The position will:

  • Provides leadership and direction to the human resources division
  • Directs the conduct of regular performance reviews, appraisal and follow-up action. Takes and or recommends action for employees.
  • Prepares and recommends the divisional budget. Implements and monitors approved budgets, including the authorization of purchases and expenditures.
  • Work closely with all Department Directors and participate in appropriate interventions for employee/labour issues, grievance dispute resolutions, and other confidential employee/labour issues as required
  • Advise Department Directors on the interpretation of human resources policies and compensation and benefit programs
  • Review and update all Human Resources policies and procedures to ensure compliance with legislative requirements as applicable and recommend updates or revisions
  • Assess future staffing needs and recommends staffing complement changes and organizational structure changes to the CAO for consideration
  • Research, develop, present and implement new and revised HR programs or practices for the organization and make recommendations for additions or revisions as required including the preparation and submission of all associated annual reports, including but not limited to Pay Equity, Health & Safety Annual Report, etc.
  • Lead, implement and maintain the WSIB Health and Safety Excellence Program
  • Keep up to date on current human resources and labour market trends, new technology programs and applications to effectively coordinate, develop and implement HR policies and programs across the organization
  • Ensure a high level of respect for confidentiality for the organization as a whole and staff, as per the Municipal Freedom of Information and Protection and Privacy Act. (MFIPPA)
  • Responsible for providing Council relevant reports as required
  • Provide annual reports and business cases to the CAO
  • Perform such other duties as directed by the CAO

Education/Specialized Training/Skills:

Essential (minimum) Qualifications:

  • Post-Secondary education (minimum degree or equivalent) in Human Resources Management or related discipline
  • Valid “G” License with clean driver’s abstract
  • Certified Human Resources Professionals (CHRP) designation or willingness to obtain
  • Advance practical and theoretical understanding of practices and principles of effective Human Resource Management
  • Must have an understanding of applicable Human Resources legislation, including but not limited to: The Employment Standards Act, Ontario Human Rights Code, Pay Equity Act, Occupational Health and Safety Act, Workplace Safety and Insurance Act, Pension Benefits Act, Municipal Act, and Accessibility for Ontarians with Disabilities Act

Work Experience:

Essential (minimum) Qualifications:

  • Five (5) to seven (7) years of progressive experience in a human resources environment
  • Three (3) years of managing a team

Asset (preferred) Qualifications:

  • Municipal or other public sector experience
  • Experience in managing internal office conflict resolution
  • Computer literacy in a Microsoft environment required
  • Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills
  • Exceptional organizational and time management skills and the ability to balance diverse, changing and conflicting priorities
  • Strong team and leadership abilities, as well as exemplary ethics and integrity
  • Strong ability to exercise good judgement, critically assess options and make decisions within the context of applicable policy and legislation
  • Collaborative and consultative in approach to HR policy and program development and a commitment to client service excellence including the ability to develop client relationships with all levels of the organization as well as outside service providers and government agencies

 Working Conditions:

  • Work is conducted in an office environment, ability to sit or stand, often in front of a computer monitor, for long periods of time
  • Attend meetings, and training as required
  • Some travel involved outside of the Municipality for meetings, conferences and training as required

Compensation:

  • The salary range for this position is $89,071.00 to $111,348.00 with pension and benefits and is based on a thirty-five (35) hour workweek. May include work outside of normal working hours for meetings and conferences.
