Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital - Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.

Responsibilities:
The Chief Building Official:
- Performs all statutory duties of the Chief Building Official and enforces relevant Provincial statutes and regulations and Municipal By-Laws, including issuance of permits, orders, conducting tests and inspections and gaining code compliance.
- Manages the day-to-day operation of the Building Division, including the assignment of building files, to meet regulated review timelines under the Building Code
- Instills a high standard level in customer service, including accuracy, consistency, and completeness in all documents issued.
- Prepares annual budget and monitors on-going day-to-day revenue and expenditures.
- Forecasts building application submissions and adjust division operations to meet Building Code timelines.
- Liaises with home builders to communicate the Municipality’s implementation of the Building Code, including code changes, permitting processes and internal municipal policies related to the Building Division.
- Identifies and approves training opportunities for Building Division Staff at the group and individual level.
- Organizes and presents public education programs as necessary, especially with the local construction association.
- Conducts joint inspections with the Prevention Division of the Fire Service in dealing with retrofit, unsafe existing properties, new construction, liquor licence requests, and events on Municipal property.
- Maintains and updates the Building By-law and is responsible for the operational cost analysis of the Building Division.
- Provides leadership, direction, supervision and mentoring to Building Division staff and assesses performance.
- Reviews planning applications to facilitate the cohesive administration and application of the Building Code, enforcement of the relevant land use planning polices, regulations and by-laws.
- Coordinates with By-law Enforcement Division on matters related to Property Standards.
- Prepares reports and Council Briefs on Building related matters for Senior Management and members of Council on behalf of the Director/Council.
- Provides information and assistance to the public regarding permit applications or general related inquiries, i.e., Building, Plumbing, Sign, Pools, Planning matters, and related Municipal By-Laws, and provides advice on common construction methods on site or when plans submitted as requested.
- Maintains an accurate records management system for all building matters.
- Executes conditional permit agreements involving Building Code and Building Code Act related issues approved on behalf of the Municipality as an administrative function of the Chief Building Official
- Acts as Municipal contact for contracted services regarding Part VIII of the Building Code Act and the building code related to sewage systems.
- Is an active member of the Municipality’s Development Review Team by providing Building Code and Fire Code related information related to land use planning and development?
- Attends Court in support of Building Code enforcement and to assist with By-Law Enforcement function as required.
- Administers the Municipality’s well inspection program.
- Provides technical support to the Heritage Committee
- Assists in development of related municipal by-laws.
- Performs other duties as assigned.
Essential (minimum) Qualifications:
- MMAH Building Code Qualification for Housing, large and Complex Buildings (Part 9 and 3) or as otherwise approved.
- CAT or CET or equivalent
- Minimum of seven (7) years of related experience required, preferably in a municipal setting.
- Capable of qualification as water well inspector by MOEE
- Knowledge and significant experience in administration of the Ontario Building Code Act, Planning Act, Municipal Act, Provincial Offences Act, Occupational Health & Safety Act, and other applicable laws that are mandatory.
- Certification or willingness to become certified with the Ontario Plumbing Officials Association and the Ontario Property Standards Association
- Maintains membership of the Ontario Building Officials Association
- Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communications.
- Exceptional organizational and time management skills and the ability to balance diverse, changing, and conflicting priorities.
- Proven research and analytical skills, setting priorities and providing direction and sound judgement.
- Demonstrated experience in financial management including preparing, implementing, and monitoring budget plans and procurement processes.
- Strong team and leadership abilities
- Demonstrated experience in staff supervision, training, evaluation, and staff deployment combined with human relations abilities such as listening, assessing, team building, etc.
- Valid and in good standing Class G Driver’s License
- Demonstrated ability to work independently.
- Valid and satisfactory Police Records and Judicial Matter Check
- Physically fit to perform the essential duties of the job
- Computer literacy in a Microsoft environment and demonstrated experience with GIS and database management software.
Working Conditions:
- Based on a 35-hour work week.
- Office environment for part of the day
- Travel to construction sites for inspections as required.
- Exposure to elements such as inclement weather (extreme heat or cold), noise, and hazardous conditions on active construction sites
- Ability to lift and move objects of under 50 pounds.
- Attend meetings, and training as required.
- Some travel involved outside of the Municipality for meetings, conferences, and training as required.
Compensation:
- The salary range for this position is $51.21/hour - $64.02/hour.
