The Committee and Licensing Clerk provides administrative, technical, and procedural support to the Municipal Clerk, Deputy Clerk, Council, and Advisory Committees, ensuring the effective coordination of meetings, preparation of agendas and minutes, and compliance with applicable legislation and municipal by-laws. The role administers marriage and lottery licensing in accordance with provincial requirements and serves as the primary marriage officiant.
Responsibilities:
Council and Committee Services
- Assists the Municipal Clerk and Deputy Clerk with administrative duties involved in carrying out Council policies and departmental procedures.
- Assists with the preparation of Committee/Council Agendas and follow-up correspondence.
- Acts as Secretary to the Advisory Committees of Council including recording and interpreting proceedings to ensure accuracy and composition of minutes.
- Assists the Municipal Clerk on ensuring the proper conduct of Committee and Council Meetings, proper report of decisions, and compilation of records.
- Provides procedural guidance to Advisory Committees during meetings, in accordance with the Municipality’s Procedural By-law, and escalates complex or statutory matters to the Municipal Clerk or Deputy Clerk as appropriate.
- Reviews public correspondence and staff reports under the purview and mandate of the Committees.
- Confers with the Deputy Clerk and Senior Staff members as required on matters before the Committees.
- Schedules and posts public notice of all Committee and Council meetings.
- Responds to inquiries from elected officials, members of the public or media on matters under purview and mandate of the Committees as needed
- Attends all necessary Committee meetings.
- Attends Council meetings only as required to support the Municipal Clerk or Deputy Clerk.
- Maintains and monitors, on an on-going basis, the list of contacts for all Committees of Council
Marriage Licensing
- Acts as the primary Marriage License issuer and civil ceremony officiant and coordinator for marriages; ensures eligibility and compliance with legislation; issues licenses; schedules appointments; maintains accurate records.
Lottery Licensing
- Acts as the backup Lottery Licensing Officer; receives and reviews lottery license applications; ensures eligibility and compliance with Alcohol and Gaming Commission of Ontario regulations; issues licenses; in the absence of the Deputy Clerk.
Other Duties
- Acts as the primary for Commissioner of Oaths and Statutory Declarations.
- Assist the Records and Information Management Coordinator with the application of approved records management practices, including filing, retention, and retrieval, in accordance with corporate policies.
- Assist with the Municipal Election and other municipal functions within the purview of the Clerk’s Division
- Attend relevant events, conferences, and meetings.
- Performs other duties as assigned by the Municipal Clerk.
Required Qualifications:
Education
- Post-secondary education in Public Administration, Business Administration, Law or equivalent
Experience
- Two (2) to four (4) years of experience in a municipal environment
Skills & Competencies
- Demonstrated proficiency in Windows and Microsoft Office applications, office equipment, agenda management, presentation and database software, meeting management software, Filehold/TOMRMS, and Web-based applications.
- Superior customer service and interpersonal skills combined with excellent written and oral communication skills.
- Exceptional organizational and time management skills and the ability to balance diverse, changing and conflicting priorities.
- Demonstrated ability to work independently, often after regular business hours while taking minutes of Council Advisory Committees, manage multiple projects, and meet deadlines.
- Strong team and leadership abilities
- Ability to assist in the administration of sensitive information with all levels of municipal staff and government agencies.
- Ability to think and act strategically in a political and community service environment, and to foster and contribute to a positive and productive work environment.
- Previous experience in recording minutes and writing reports.
- Ability to work independently, manage multiple projects, and meet deadlines.
Additional Requirements
- Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality.
- Valid and satisfactory Police Records Check
Working Conditions:
- Based on a 35-hour work week, Monday to Friday, with late afternoon and evening committee meetings
- Work is conducted in an office environment, with ability to sit or stand, often in front of a computer monitor, for long periods of time.
- Works in a shared office environment.
- Ability to lift and move objects of under 35 pounds.
- Attend meetings, and training as required, including evenings and weekends.
- Some travel outside of the Municipality for meetings, conferences and training as required.
Compensation:
- The salary range for this position is $29.76/hour - $37.19/hour
