Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital - Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.

Responsibilities:
Council and Committee Services
- Assists the Municipal Clerk with their statutory duties and assumes the statutory responsibilities of the Municipal Clerk in their absence.
- Coordinates, and creates agendas, minutes, reports, by-laws, resolutions, correspondence, and official records related to council meetings and follow-up communications with internal departments and outside agencies. Manages the issuance of statutory notices (e.g., Council agendas, notices of hearing, notices of passing).
- Assists the Municipal Clerk with all aspects and processes of Council and Committee meetings as assigned to ensure proper and orderly administration in compliance with legislation and the Municipality’s Procedural By-law.
Lottery Licensing
- Acts as the primary Lottery Licensing Officer; receives and reviews lottery license applications; ensures eligibility and compliance with Alcohol and Gaming Commission of Ontario regulations; issues licenses; completes provincial reports as required.
Cemetery Management
- Administers the day-to-day operations of municipal cemetery services in accordance with applicable legislation, including the Funeral, Burial and Cremation Services Act, 2002, and related regulations.
Records and Information Management
- Provides governance oversight and policy support for the Corporate Records and Information Management Program, in collaboration with the Records and Information Management Coordinator under the direction of the Municipal Clerk.
Municipal Election
- Acts as Deputy Returning Officer for municipal elections and performs all related duties as assigned; assists with the continuity of municipal services and orientation for incoming Council members.
Other Duties
- Acts as Commissioner of Oaths and Statutory Declarations
- Performs other duties as assigned by the Municipal Clerk.
Required Qualifications:
Education and Training:
- Post-secondary degree in public administration, municipal administration, political science, business administration, or a related discipline combined with progressive experience in a managing role in municipal government, including council secretariat functions, municipal elections, records management, or an equivalent combination of education and experience.
- Completion or working towards completion of the AMCTO Municipal Administration Program (MAP).
Work Experience:
- Minimum three (3) years of experience required in a municipal environment.
Additional Requirements:
- Valid and satisfactory Police Records Check
- Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality.
Asset (preferred) Qualifications:
- Comprehensive knowledge of Council/Committee agenda preparation, processes, and protocol.
- Knowledge of municipal-level parliamentary practices and procedures.
- Superior customer service, interpersonal skills, and political acumen combined with excellent written and oral communication skills.
- AMCTO Municipal Administration Program (MAP) or Municipal Law Program (MAP)
- Experience in meeting management software (eScribe)
- Additional training in management, conflict resolution, or municipal governance
Work Environment:
- Based on a 35-hour work week, Monday to Friday.
- Work is conducted in an office environment, with ability to sit or stand, often in front of a computer monitor, for extended periods of time.
- Works in a shared office environment.
- Ability to lift and move objects of under 35 pounds.
- Attend meetings, and training as required, including evenings and weekends.
- Some travel is involved outside of the Municipality for meetings, conferences and training as required.
Compensation:
- The salary range for this position is $36.43/hr. - $45.54/hr.
