Responsibilities:
Planning Application Management
- Oversee and coordinate the review and processing of development applications including:
- Minor Variances
- Consents
- Zoning By-law Amendments
- Official Plan Amendments
- Site Plan Control Applications
- Plans of Subdivision and Condominium
- Other planning and development applications as required
- Ensure applications are processed in accordance with the Planning Act, municipal by-laws, provincial legislation, applicable regulations, and established timelines.
- Review technical reports, studies, and supporting documentation related to development proposals and provide professional planning analysis and recommendations.

Land Use Policy & Strategic Planning
- Lead and coordinate land use policy initiatives and planning studies, including:
- Official Plan reviews and updates
- Comprehensive Zoning By-law implementation and amendments
- Secondary Plans
- Community Improvement Plans
- Housing Strategies and Housing Action Plans
- Growth management and strategic planning initiatives
- Monitor, evaluate, and support implementation of the Municipality’s Affordable Housing Strategy and related housing initiatives.
- Conduct research, analysis, and policy development related to land use planning, housing, growth management, and community development trends.
Leadership, Supervision & Departmental Support
- Provide leadership, supervision, coaching, and mentorship to planning staff, including the HAF Project Manager, Planning Technician, Planning Clerk, co-op students, and other assigned staff.
- Support staff development, succession planning, performance management, and continuous learning within the Planning Division.
- Assist the Director of Planning & Development with departmental operations, strategic initiatives, special projects, and operational planning.
- Coordinate and support cross-departmental collaboration to ensure consistent implementation of municipal planning policies, procedures, and corporate initiatives.
- Participate in the procurement and management of external consultants and professional service providers as required.
Council, Committee & Public Relations
- Prepare and present professional planning reports, recommendations, correspondence, and policy briefings to Council, Committees, senior leadership, and the public.
- Represent the Municipality at public meetings, advisory committees, stakeholder consultations, and Ontario Land Tribunal proceedings.
- Provide expert planning testimony and evidence at hearings, appeals, and related proceedings as required.
- Liaise with developers, consultants, public agencies, neighbouring municipalities, and community organizations regarding planning applications, policy matters, and municipal initiatives.
Research, Analysis & Project Management
- Lead and manage multiple complex planning projects and studies simultaneously while balancing competing priorities and deadlines.
- Conduct research and analysis related to planning trends, demographic data, housing needs, infrastructure planning, and legislative changes.
- Prepare detailed reports, policy analyses, briefing materials, and recommendations to support municipal decision-making.
Education/Specialized Training/Skills:
Education
- Four-year degree in Urban or Regional Planning from a program recognized by the Ontario Professional Planners Institute (OPPI) or a related discipline such as Geography, Urban Studies, Environmental Studies, Public Administration of a closely allied field
- Full membership (or eligibility) in the Ontario Professional Planners Institute (OPPI) as a Registered Professional Planner (RPP)
Experience
- Minimum of five (5) years of progressively responsible planning experience
- Minimum of three (3) years of direct staff supervisory experience
- Demonstrated expertise in land use policy formulation and development application review
Skills & Competencies
- Demonstrated expertise in development application review, land use policy formulation, and municipal planning processes.
- Comprehensive knowledge of the Planning Act, Provincial Planning Statement, Municipal Act, Development Charges Act, Ontario Heritage Act, and related provincial legislation, regulations, and policies.
- Strong understanding of municipal government operations, planning principles, and community development practices.
- Excellent written, verbal, presentation, negotiation, and interpersonal communication skills.
- Demonstrated experience presenting reports and recommendations to Council, committees, public meetings, and stakeholder groups.
- Proven leadership, conflict resolution, decision-making, organizational, research, and project management skills.
- Ability to manage competing priorities, sensitive issues, and complex planning matters in a political and public environment.
- Commitment to customer service excellence, public engagement, innovation, and continuous improvement.
Additional Requirements
- Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality.
- Valid and satisfactory Police Records Check
Preferred Qualifications
- Experience related to housing policy, affordable housing strategies, and growth management studies.
- Experience participating in tribunal proceedings and providing expert planning testimony.
- Strong computer proficiency including Microsoft Office Suite, GIS applications, and planning-related software.
- Experience managing consultants, special studies, and strategic municipal initiatives.
Working Conditions:
- Standard office hours, based on a 35-hour work week.
- Attend evening Council and Committee meetings, as required.
- Work is conducted in an office environment, with ability to sit or stand, often in front of a computer monitor, for long periods of time.
- Work in an outside environment with exposure to elements such as inclement weather (extreme heat or cold), noise and hazardous conditions, related to property standards matters.
- Ability to lift and move objects of under 30 pounds.
- Attend meetings, and training as required, including evenings and weekends.
- Some travel involved outside of the Municipality for meetings, conferences and training as required
Compensation:
- The salary range for this position is $51.21/hr. - $64.02/hr.
