Responsibilities:

Leadership and Departmental Management

  •  Foster a positive, accountable, and service-oriented workplace culture.
  • Identify staff training opportunities, development, and succession planning to ensure a skilled and professional enforcement team.
  • Administer and oversee the Administrative Monetary Penalty System, including:
  • Process Penalty Notices and tracking of such notices throughout different stages of the system (ARIS queries, Plate Denial)
  • Prepare and provide training for Screening Officers
  • Collect, review and assign Screening Requests to Screening Officers
  • Collect, review and schedule Hearings with the Hearing Officer(s)
  • Compile and review Screening and Hearing Briefs
  • Process disclosure requests
  • Demonstrated experience in facilitating hearings and representing the Municipality, much like a prosecutor would during Provincial Offences Act court proceedings.

Program and Policy Development

  • Develop, implement, and evaluate enforcement strategies, policies, and operational procedures to ensure consistent, transparent, and efficient service delivery.
  • Lead the review, and drafting, of new, or amended, municipal by-laws in collaboration with other departments and legal counsel, where required.
  • Provide expert advice to Council, Committees, and senior management on by-law matters, compliance trends, and enforcement outcomes and attend Council and Committee meetings to provide reports, recommendations and updated as required
  • Monitor and assess emerging issues, legislative changes, and best practices in municipal law enforcement to recommend policy updates.

Enforcement Oversight

  • Oversee the investigation and resolution of complex, or sensitive, enforcement cases.
  • Ensure compliance with applicable legislation, including the Municipal Act, Building Code Act, Planning Act, Dog Owners’ Liability Act, and Provincial Offences Act.
  • Authorize enforcement actions, prosecutions, and court appearances, as required.
  • Ensure accurate documentation, case management, and evidence standards are maintained across all enforcement activities.

Public and Stakeholder Relations

  • Act as the primary municipal contact for enforcement-related inquiries and issues from the public, Council, and external agencies.
  • Develop and implement community education and awareness programs that encourage voluntary compliance with municipal regulations.
  • Collaborate with external agencies such as police, conservation authorities, public health, and animal control partners related to enforcement matters that require external agency support.

Strategic Planning and Administration

  • In Collaboration with the Director, develop, and manage, the annual operating budget for the By-law Services Division, including forecasting and expenditure tracking, collecting, analyzing and reporting on enforcement date and performance metrics to support strategic decision-making
  • Identify opportunities for operational efficiencies and implement continuous improvement initiatives.
  • Ensure compliance with corporate health and safety standards and participate in emergency management planning and response as required.

Decision Making

  • Responsible for providing timely, accurate advice to the Director, and other Municipal Departments, where appropriate, and to respond to the decisions and directions generated by the same.

Supervision

  • Supervisory responsibility for all By-law Enforcement Officers and support for administrative staff.

Education/Specialized Training/Skills:

Essential (minimum) Qualifications: 

  • Post-secondary degree, or diploma, in Public Administration, Law and Security, Criminology, or a related field.

Asset (preferred) Qualifications:

  • Certification as a Municipal Law Enforcement Officer (M.L.E.O. I & II) and Property Standards Officer (C.P.S.O.), preferred.
  • Additional training in management, conflict resolution, or municipal governance is considered an asset.

Work Experience:

Experience

  • Minimum of five (5) years of progressive experience in municipal by-law enforcement, with at least three (3) years in a supervisory or management capacity.

Skills & Competencies

  • Demonstrated experience developing and implementing enforcement policies, managing and leading investigations, preparing and presenting reports and recommendations to Council and Senior leadership.
  • Comprehensive knowledge of applicable legislation, including the Municipal Act, Building Code Act, Planning Act, Provincial Offences Act, and Occupational Health and Safety Act.
  • Excellent leadership, performance management, communication, negotiation, and interpersonal skills, including data collection, report preparation, presenting to varied audiences, building relationships with stakeholders within, and outside, of the organization.
  • Political acuity and sound judgment in managing sensitive, or high-profile, issues, including conflict resolution around complex issues, managing multiple priorities and conflicting deadlines, as well as the ability to adapt and deal with emerging issues.
  • Experience related to court documentation, trials, dealing with legal matters, dispute resolution, conflict management and de-escalation.
  • Experience with fiscal responsibility and budget management.

Additional Requirements

  • Valid and unrestricted Class “G” driver’s license with a clean driver’s abstract.
  • Vulnerable Sector Check is required.

 Work Environment:

  • Standard office hours, based on a 35-hour work week.
  • Ability to work flexible hours, including evenings and weekends, as required.
  • Attend evening Council and Committee meetings, as required.
  • Work is conducted in an office environment, with ability to sit or stand, often in front of a computer monitor, for long periods of time.
  • Work in an outside environment with exposure to elements such as inclement weather (extreme heat or cold), noise and hazardous conditions, related to property standards matters.
  • Ability to lift and move objects of under 35 pounds.
  • Attend meetings, and training as required, including evenings and weekends.

Compensation:

  • The salary range for this position is $76,385.00 annually - $95,477.00 annually.
