Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital - Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.

Responsibilities:
Leadership & Operational Management
• Manage/supervise and provide leadership to drainage and transfer station staff, either directly or through supervisors including recruitment, selection, promotion and discipline of divisional staff pursuant to the Municipality's approved Human Resources policies
• Plan and develop short-term and long-term capital plans under the direction of the Director of Public Works
• Develop technical and engineering policies, procedures, and guidelines in accordance with applicable legislation and standards necessary to ensure effective controls are in place to protect the public and infrastructure.
• Undertake expenditures as outlined in the municipal procurement policy, including preparing tenders, and requests for quotes/proposals for infrastructure works and relevant professional services and reviews submissions.
• Prepare Council reports and attend Council and Committee meetings as required.

Drainage:
• Perform site inspections of municipal drainage features, including but not limited to stormwater management ponds, drainage easements, stormwater outlets, and oil grit separators, to evaluate operations of the systems.
• Develop and implement the required maintenance programs for municipal drainage features, including but not limited to stormwater management ponds, drainage easements, stormwater outlets, and oil grit separators.

Municipal Drains:
• Administer the Drainage Act and all processes and procedures within, including but not limited to; review petitions, attend meetings, coordinate with drainage consultants/engineers, review reports, drawings and assessment schedules, liaise with landowners, engineers, and government agencies.
• Plan and coordinate the tendering of maintenance and repair projects for drains, including associated inspections, in coordination with engineers, and contractors.
• Oversee applications for available grants related to drainage works, including the Agricultural Drainage Infrastructure Program.
• Oversee the Tile Drainage Loan process, including loan applications and on site inspections.
• Ensure compliance with legislation, standards and regulated authorities including but not limited to Conservation Authorities, Department of Fisheries and Oceans, Ministry of Environment Climate and Parks, Ontario Ministry of Agricultural and Rural Affairs.

Waste Management:
• Manage/supervise the daily operation of the waste transfer site.
• Manage/supervise various capital, operating and technical projects, including studies relating to waste management programs
• Manage consultants and independent contractors for construction, service contracts, engineering studies and environmental assessments related to solid waste management including the waste transfer site, curb side collections, hazardous waste and disposal.
• Perform inspections of solid waste facilities to ensure compliance with ministry approvals and operational plans.

Municipal Pit:
• Perform annual inspections of the municipal pit facility to ensure compliance with all applicable legislation and operational plans.
• Submit, as required, reports to the Director of Public Works, municipal officials as well as provincial and federal governments.
• Manage/supervise various capital, operating and technical projects, including studies relating to the municipal pit
• Manage consultants and independent contractors for construction, service contracts, engineering studies and environmental assessments related to the municipal pit.

Education/Specialized Training/Skills:

Education
• University degree in Civil/Environmental Engineering or Post-Secondary school diploma in Environmental Studies or Civil Engineering Technology or equivalent combination of education and experience.
• Must hold or be eligible to hold a license issued by the Professional Engineers of Ontario, or a Certified Engineering Technologist (CET) designation or higher
• Must hold or willing to obtain certification as a Drainage Superintendent under the Drainage Act

Experience
• Five (5) years' experience managing in a municipal public works environment.

Skills & Competencies
• Demonstrated experience in staff supervision, training, evaluation and staff deployment combined with human relations abilities such as listening, assessing and team building required
• Demonstrated experience in financial management including preparing, implementing and monitoring budget plans and procurement processes
• Strong team and leadership abilities
• Demonstrated ability to work independently
• Demonstrated contract/project management skills
• Thorough understanding of municipal drains and storm water systems including legislative requirements
• Thorough understanding of solid waste transfer station operations including operational plans.
• Computer literacy in a Microsoft environment and demonstrated experience with database management, AutoCAD, GIS, and other relevant software programs
• Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills
• Proven Project management skills
• Exceptional organizational and time management skills and the ability to balance diverse/changing and conflicting priorities

Additional Requirements
• Valid and in good standing Class G drivers’ license
• Valid and satisfactory police record check

Working Conditions:
• Work primarily in an office environment with required outdoor duties in all weather conditions.
• Ability to sit or stand, often in front of a computer monitor, for long periods of time
• Exposure to elements such as inclement weather (extreme heat and/or cold), chemicals, dust, waste site environment, garbage and noise
• Ability to lift and move objects under 50 pounds
• Outside environment with travel throughout the municipality for maintenance and repairs
• Occasional weekend and off-hour responses to operational needs, special projects, and emergencies

Compensation:
• The salary range for this position is $44.61/hr. - $55.77/hr.
