Comprised of an urban center (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.

Responsibilities:

Recreation Facilities & Operations

  • Provide day-to-day operational leadership for municipal recreation facilities and recreation-related assets.
  • Coordinate operational activities associated with recreation facilities, recreation infrastructure, outdoor recreation amenities, and seasonal recreation services.
  • Assist in the planning and implementation of facility opening and closing procedures.
  • Act as the municipal liaison for pool facility operations and coordinate facility-related requirements with contracted service providers.
  • Support the delivery of recreation services through effective facility coordination and operational planning.
  • Assist with winter maintenance operations, snow removal activities, and emergency response initiatives as required.

Community Events & User Groups

  • Coordinate operational support for municipal events, festivals, tournaments, and special events.
  • Assist with event planning, site logistics, facility access, and operational requirements.

Operational Continuity & Leadership

  • Provide supervisory coverage and operational support during the absence of the Parks Foreman and Facilities Lead Hand.
  • Assist with coordinating departmental resources, staff, and operational priorities across multiple service areas.
  • Support departmental operational planning and service delivery during peak periods and emergency situations.

Staff Leadership

  • Supervise recreation operators, seasonal employees, contractors, and volunteers, as assigned.
  • Coordinate staff scheduling, training, work assignments, and performance expectations.
  • Monitor employee performance and provide coaching, mentoring, and direction to staff.
  • Participate in recruitment, onboarding, probationary reviews, and performance evaluations.
  • Promote a positive workplace culture focused on teamwork, accountability, customer service, and continuous improvement.

Asset Management & Capital Projects

  • Assist in the implementation of departmental asset management initiatives.
  • Monitor recreation asset conditions and identify lifecycle replacement requirements.
  • Maintain records relating to inspections, maintenance activities, repairs, and asset conditions.
  • Monitor contractor performance and ensure work is completed in accordance with municipal standards and specifications.

Future Recreation Infrastructure

  • Support operational readiness planning for future recreation infrastructure.
  • Assist with the implementation, commissioning, and operation of future recreation facilities, including the proposed Sports Dome.

Health & Safety

  • Ensure compliance with the Occupational Health and Safety Act and municipal policies.
  • Conduct regular facility inspections and identify potential hazards.
  • Investigate incidents and complete required documentation and reporting.
  • Promote safe work practices and ensure proper use of equipment and personal protective equipment.

Education/Specialized Training/Skills:

Education

  • Post-secondary diploma or degree in Recreation, Parks Management, Facility Management, Engineering Technology, or a related discipline; or an equivalent combination of education, training, and progressively responsible municipal operations experience

Experience

  • Minimum three (3) years of experience in recreation facilities, municipal operations, community services, or related environments.
  • Demonstrated supervisory or leadership experience.
  • Experience coordinating recreation facility operations and service delivery.
  • Experience supporting community events, user groups, and facility bookings.
  • Experience with operational planning, scheduling, inspections, and maintenance coordination.
  • Experience supporting capital projects and procurement activities.

Skills & Competencies

  • Knowledge of recreation facility operations, community events, user group coordination, and municipal service delivery.
  • Knowledge of applicable health and safety legislation and safe work practices.
  • Strong organizational, communication, customer service, and problem-solving skills.
  • Proficient computer skills including Microsoft Office applications and municipal software systems.
  • Ability and willingness to obtain job-related certifications and training associated with recreation facilities, aquatic facilities, arena operations, and future recreation infrastructure.
  • Valid First Aid, CPR and WHMIS certification, or the ability to obtain and maintain such certifications.

Additional Requirements

  • Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality.
  • Valid and satisfactory Police Records Check

Preferred Qualifications

  • Certified Pool & Spa Operator (CPO) Certification.
  • Aquatic Facility Operations Certification.
  • Certified Ice Technician (CIT) Certification.
  • Arena Operations Certification.
  • Recreation Facility Management training.
  • Event Management training.
  • Project Management or Supervisory Leadership training.
  • Experience supporting recreation facilities, pools, arenas, community events, and recreation infrastructure.

Working Conditions:

  • Combination of office, facility, and outdoor work in all seasons.
  • Exposure to varying environmental conditions, equipment, noise, and physical labour.
  • Evening and weekend meetings may be required.
  • Attendance at Council, Committee, and public meetings, as required.
  • Participation in winter maintenance and emergency response activities.
  • Travel throughout the Municipality as required.

Compensation:

  • The salary range for this position is $32.35/hr. - $40.43/hr.
