Purpose and Scope:

Responsibilities:

Under the direction of the Director of Public Works, the Transportation Superintendent manages and coordinates operations and equipment within the Municipal right of way including the roads, drainage, bridges and active transportation
This position will:

  • Develop detailed annual divisional work programs to address planned operational municipal right of way requirements and implement aspects of the program. This includes works related to roadways, sidewalks, ditches, storm sewers, grass and trees, multi-use pathways, streetlights, traffic lights, signs, and pedestrian crossings
  • Ensure minimum maintenance standards per provincial regulation are met.
  • Monitor and predict weather conditions daily, i.e. rainstorms, windstorms, snowstorms, drifting snow, ice conditions etc.
  • Recommend new or revised policies, procedures and guidelines pertaining to operations personnel, safe work practices, and service delivery standards
  • Prepare and update the five-year upgrading plan for the municipal right of way operations including equipment to maintain assets.
  • Coordinate work of department with other departments
  • Supervise and lead roads staff, setting expectations, assigning and monitoring work, motivating staff
  • Supervise construction projects with staff and/or outside contractors
  • Responsible for the overall inventory of equipment, supplies and material required for maintenance and construction programs and ensures that adequate supplies are on hand for work within the municipal right of way.
  • Investigate and follow up promptly on inquiries, requests for service and complaints from the public with the ability to explain the Public Works operations carefully and tactfully to the public. Maintains a good rapport with the public.
  • Respond to and coordinate operational response to special and/or emergency requests for operational services either as assigned or on own initiative
  • Responsible for general maintenance of buildings and property under the roads division including identifying capital upgrades to the sites
  • Review and approve request for work within the municipal right of way from outside contractors and utilities.
  • Responsible for entrance permitting program including issuing permits, coordinating entrances where applicable and inspecting entrances completed by others
  • Evaluate the condition of the roads fleet and equipment and estimates maintenance and replacement timelines and costs for input into departmental capital plans and budgets
  • Oversee the Municipal CVOR certifications.
  • Monitor expenditures and report variances to the Director of Public Works
  • Undertake expenditures as outlined in the municipal procurement policy, including preparing tenders, and requests for quotes/proposals for infrastructure works and relevant professional services and reviews submissions.
  • Assist in the preparation of time and cost estimates of operational responses to departmental requirements

Decision Making:

The position is responsible for providing timely, accurate information to the Director and for responding to the decisions and directions generated by same. This position will be responsible for making independent decisions and initiate responses to ensure the safety of right-of-way users.

Supervision:

The position has direct supervisory responsibility of a Public Works Roads division staff

Education/Specialized Training/Skills:

Essential (minimum) Qualifications:

  • Secondary School Diploma required and related post-secondary training or an equivalent combination of education and training in equipment operations, road maintenance, and construction.
  • Certified Roads Superintendent – Intermediate from the Association of Ontario Roads Supervisors or willingness to obtain.
  • Valid Class DZ Driver’s License and drivers abstract in good standing
  • Valid and satisfactory Police Records Check

Asset (preferred) Qualifications:

  • Demonstrated knowledge of surveying and roadway construction
  • Demonstrated project management skills
  • Demonstrated experience in financial management including preparing, implementing and monitoring budget plans and procurement processes

Work Experience:

Essential (minimum) Qualifications:

• Six (6) years of municipal roads experience in a supervisory or management capacity

Asset (preferred) Qualifications:

  • Demonstrated experience in staff supervision, training, evaluation, and staff deployment combined with demonstrated interpersonal strengths such as listening, assessing and team building required.
  • Computer literacy in a Microsoft environment and demonstrated experience with database management, and other relevant software programs
  • Superior customer service, interpersonal and conflict resolutions skills combined with excellent written and oral communication skills.
  • Exceptional organizational and time management skills and the ability to balance diverse, changing and conflicting priorities
  • Demonstrated ability to work independently
  • Strong team and leadership abilities

Working Conditions:

  • Outside environment with travel throughout the municipality for maintenance and repairs
  • Exposure to elements such as inclement weather (extreme heat and/or cold), chemicals, dust, construction, garbage and noise
  • Ability to be on-call 24/7 for winter patrol on a rotational basis.
  • Ability to lift and move objects under 50 pounds.
  • Ability to be on-call 24/7 to respond to after-hour emergencies as required.

Compensation:

  • The salary range for this position is $41.07/hr. - $51.33/hr.
