Purpose and Scope:

Reporting to the Chief Administrative Officer (CAO) and serving as a member of the Senior Leadership Team, the Director of Human Resources provides strategic leadership for the Municipality’s human resources functions. This includes policy development, employee and labour relations, health and safety, recruitment, learning and development, and compensation and benefits.

The Director ensures HR strategies align with organizational goals, fosters an inclusive and positive workplace culture, and supports leadership development across departments. Acting as a key advisor to the CAO and senior leadership, the Director provides expert guidance on complex HR issues while ensuring compliance with all relevant legislation and policies.

Responsibilities:

  • Oversee all human resources functions, includes workforce planning, policy development, employee/labour relations, health and safety, learning and development, recruitment and selection, employee experience, and compensation and benefits.
  • Work collaboratively with all departments to provide effective and timely human resources services and advice on best practices and compliance requirements.
  • Support and oversee recruitment processes for management and senior management positions.
  • Responsible for job evaluations and compensation reviews; recommend, plan, and implement pay structure revisions; ensure consistent and up-to-date job descriptions.
  • Provide consultation, advice, and support on employee performance management, formal coaching, discipline, termination, and negotiating exit agreements.
  • Provide advice and guidance on organizational design and restructuring.
  • Oversee workplace investigations, including workplace harassment and Human Rights complaints.
  • Provide the Chief Administrative Officer and Senior Leadership Team with updates on key human resources projects and initiatives.
  • Advise the Chief Administrative Officers, Senior Leadership Team, and management and supervisory staff on all matters relating to employment standards, labour relations, human rights and occupational health and safety.
  • Review and present to Council on human resources related matters.
  • Oversee the development and implementation of human resources strategies and practices that help build a sustainable organization, including the development of a Human Resources Strategy to align with the Municipality’s Strategic Plan and business needs, support organizational effectiveness, and support employee attraction and retention.
  • Develop an annual workplan to inform divisional projects and initiatives and establish key performance metrics for regular evaluation and measurement of human resources management effectiveness.
  • Responsible for researching, developing, implementing and managing various human resources projects to address identified needs of the organization and departments.
  • Support talent and leadership development of the Senior Leadership Team.
  • Manage external human resources consultants and/or service providers.
  • Ensure focus on service excellence, transparency, integrity and results to enhance human resources service delivery and the client experience.
  • Exercise leadership in the development and maintenance of a professional, effective, and positive work environment.
  • Manage operations of the human resources division, including business planning, budgeting, tracking expenditures, resourcing, etc.
  • Accountable for the maintenance of all appropriate files, records, and documentation pertaining to personnel matters.
  • Manage divisional procurement requirements and contracts.
  • Review and confirm all human resources-related contracts and agreements.

Qualifications:

The position will require:

  • Post-secondary degree in Human Resources, Business Administration, Law or a related field.
  • Extensive knowledge of relevant employment and health and safety related legislation including but not limited to the Employment Standards Act, Ontario Human Rights Code, Pay Equity Act, Labour Relations Act, Occupational Health and Safety Act, Workplace Safety and Insurance Act, and Accessibility for Ontarians with Disabilities Act.
  • Extensive knowledge of change management and organizational development principles and practices.
  • A dynamic and engaged leadership style that fosters strong working relationships based on credibility and open communication.
  • Strong verbal and written communication skills.
  • Excellent consultation, customer service, and interpersonal skills, and ability to work co-operatively as an effective team member and develop and maintain effective work relationships with various levels of staff and stakeholders.
  • Strong problem-solving, conflict resolution, and critical thinking skills, and political acuity to facilitate consensus with a variety of stakeholders.
  • Ability to exercise independent judgment and discretion in dealing with sensitive and confidential matters.
  • Strong research and analytical skills and ability to conceptualize and develop options and recommend solutions to support decision making.
  • Excellent organizational, prioritization, and multi-tasking skills, with the ability to work under pressure and meet tight deadlines.
  • Demonstrates initiative and applies best practices to continuously improve processes to enhance service delivery, efficiency, and effectiveness.
  • Intermediate skills in Microsoft Office suite including Word, Excel, PowerPoint, and Outlook.
  • Knowledge of project management tools.
  • Valid and unrestricted Class “G” driver’s licence with access to reliable transportation and be able to travel to various work and training locations across the Municipality.

Asset Qualifications:

  • Professional Certification as a Human Resources Professional or Leader.
  • Current member of the Human Resources Professional Association (HRPA) in good standing.

Work Experience:

  • Seven (7) – ten (10) years of progressive experience in human resources.
  • five (5) years of experience providing leadership and managing teams.
  • Extensive experience designing and implementing human resources programs and initiatives that motivate and engage staff in a high-performance work culture.
  • Extensive experience in applying highly developed analytical and problem-solving skills with the ability to identify needs, options, and opportunities for change/improvement and recommend solutions to related issues.
  • Experience working in a municipal or public sector environment.

Compensation:

  • The salary range for this position is $109,892.00 to $137,374.00 annually.
  • Based on a 35-hour work week. Regular office hours are Monday to Friday 8:30 am to 4:30 pm.
