North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination. Alternatively, for a more leisure journey, North Grenville offers the historic Rideau River managed by Parks Canada.

Responsibilities:
The Planning Technician provides technical and administrative support to the Planning & Development Department. This position is responsible for preparing and maintaining planning-related maps, performing land-use research and analysis, conducting preliminary zoning reviews and providing information to the public, developers and other stakeholders.

Essential (minimum) Qualifications:
Post-secondary diploma or degree in Planning, Geography, or a related field
• Working knowledge of the Planning Act, Provincial Planning Statement, Municipal Act, Zoning By-laws, Ontario Building Code and related legislation and regulations is preferred.
• Must maintain a valid ‘G’ Ontario driver’s license with access to a reliable vehicle.
Work Experience
Essential (minimum) Qualifications:
Superior customer service skills, including the ability to actively listen, de-escalate and assist members of the public as they navigate the planning approvals process
• Strong computer skills, including proficiency in Microsoft Office and GIS software.
• Excellent written and verbal communication skills.
• Strong organizational and time-management skills.
• Ability to interpret zoning maps, legal plans, and land use data.
• Ability to work independently and collaboratively in a team environment.
• Willingness to attend meetings during and outside regular business hours.
Asset (preferred) Qualifications:
• Familiarity with municipal development review processes.
• Experience with GIS and database management software.
• Experience preparing notices, signage, or circulation materials.
• Understanding of municipal land-use planning processes.
Position Description:
The role requires strong attention to detail, familiarity with planning legislation in Ontario, and comfort working with GIS and planning software. The Planning Technician provides administrative and clerical support to the Planning Clerk by assisting with Planning applications, developing and maintaining data management records and planning information systems. The Planning Technician also fulfills the mapping requirements of the department.
Mapping and Technical Support
• Have direct technical expertise or work with others in a team environment to create, update and maintain planning and zoning maps, GIS data layers, and related graphic materials.
• Assist in the preparation of site plans, conceptual layouts and maps for reports and public presentations.
• Prepare and verify property information, parcel mapping and zoning data.
Planning Application Support
• Conduct preliminary reviews of development applications for completeness and conformity with zoning by-law requirements.
• Assist the Planning Clerk in circulating planning applications and tracking submission timelines and departmental comments.
• Provide administrative support for Consent, Minor Variance, Site Plan and Zoning By-law Amendment processes.
• Conduct site inspections for the purpose of data collection or to ensure compliance with by-laws and other regulations.
Public Information & Customer Service
• Respond to general inquiries from the public, developers and internal staff regarding zoning, land use, and development procedures. • Provide zoning compliance reviews for building permits and real estate inquiries.
Research & Administration
• Conduct background research and assist in data collection for planning reports and policy documents.
• Provide support to Planners and the Planning Clerk when necessary.
• Assists the Department by maintaining subdivision buildout lists and planning activity statistics.
• Performs Planning Clerk duties and functions in an assistive role in the absence of the Clerk.
Working Conditions
• 35 hours/week (Monday – Friday, 8:30 AM – 4:30 PM), with occasional evening meetings.
• Office environment with extended computer use.
• Ability to lift/move objects under 50 lbs occasionally.
• Occasional travel for meetings, training, and conferences outside the Municipality.
Compensation:
The starting salary for this position is $31.65/hour.
