
North Grenville’s Draft Affordable Housing Community Improvement Plan (2026) is a municipality-wide strategy to increase the supply, affordability, and diversity of housing in response to projected population growth and identified housing need.
The plan sets out goals, definitions, eligibility rules, and a range of financial incentives - such as development grants, tax-increment equivalent grants, ARU rebates, accessibility top-ups, and building fee rebates - to encourage the creation of affordable rental and ownership housing, including barrier-free and missing-middle options.
It also establishes program terms and conditions, identifies the entire municipality as the improvement area, and includes appendices with examples, best practices, and people-centred tools to support both housing development and long-term affordability for current and future residents.
