Subject: Construction Activity on Former Kemptville College Lands

On behalf of the Ministry of the Solicitor General, Infrastructure Ontario (IO) is taking early steps toward development of a new Eastern Ontario Correctional Complex. In 2020, the ministry announced plans to build the new facility in Kemptville, as part of the Ontario government’s strategy to modernize correctional facilities across the province. IO and the ministry are committed to keeping you informed as the project unfolds.

Ontario is making strategic investments in public safety and strengthening justice services by modernizing the adult correctional system across Ontario. New construction and building upgrades will update facilities, address issues of overcrowding, and create new spaces for the delivery of mental health services, inmate programming and staff training.

Beginning the week of July 5th, IO, through its contractors, will undertake environmental, geotechnical, archaeological and survey assessments as well as site servicing work to make informed decisions about the future of the Kemptville site. This work will be conducted on the former Kemptville College lands located on the east side of Prescott Street/County Road 44, north and south of College Road.

Early work is required to make informed decisions about the future of the site and includes the following:

  • Lands will be ploughed at the start of the fieldwork (only) for sitewide archaeological assessment,
  • Boreholes will be drilled to acquire soil samples at various locations around the property,
  • Test pits will be hand dug and survey markings will be placed onsite, and
  • Monitoring wells will be placed to gather water samples for quality analysis. When samples have been taken and the locate work completed, each borehole, test pit and/or monitoring well will be filled and the location returned to its original condition.

We anticipate the fieldwork will take approximately three months to complete. Contractors will be onsite during business hours and will respect local noise bylaws.
