Resignation of Councillor Sutton

The September 28 meeting of the North Grenville Council began with the announcement from Councillor Tim Sutton that he was resigning his position. "I want you all to know that this is the most difficult decision I have ever made. Representing you as a member of the North Grenville Council since 2006 has been the best job that I have ever had. I have enjoyed every second of the almost nine years that I have been a member of Council and it has been an honour to serve you," stated Councillor Sutton.

He noted in his official letter of resignation that "due to the requirements of my current employment, I will continue to find it extremely difficult to attend Council meetings in the future" and advised that he would be resigning his seat effect 11:59 p.m. on September 30, 2015.

Staff will prepare a report for the October 5 Committee of the Whole meeting outlining the legislated process for filling a vacancy on Council.

With the support of the Ontario Sport and Recreation Communities Fund, and sponsorship from Shoeless Joes, Kemptville Canadian Tire and the First Goal Pro Shop, the Municipality of North Grenville is pleased to offer residents and visitors access to a free Skate and Helmet Lending Library at the North Grenville Municipal Centre.

“We are thrilled to be able to offer this great program to North Grenville residents of all ages,” commented Councillor Frank Onasanya. “We are always looking for innovative ways to encourage people to be physically active and the Lending Library will do just that.”

Available during all public skating hours, the lending program functions like a library with all equipment being signed out and signed back in at the arena by a Municipal staff member. Valid photo identification (such as a Drivers’ License, Ontario Health Card or Passport) will be required to borrow equipment. Equipment must not leave the arena or be disassembled in any manner. The Municipal Centre also lends skate aids for those who are still learning to stand on two skates.

The goal of the Lending Library is to increase physical activity for all ages, remove barriers to participation and, with the availability of helmets in all sizes, to reinforce the importance of safety and preventing head injuries while on the ice.

“I’m pleased to be part of this exciting announcement in North Grenville and that the Ontario Sport and Recreation Communities Fund helped launch this great program” remarked Steve Clark, MPP, Leeds-Grenville. “Providing access to equipment like skates and helmets not only encourages people to keep active, it ensures financial circumstances aren’t a barrier to participation in our community’s recreational opportunities.”

Donations of gently used skates and hockey helmets are being accepted, as well as monetary donations, to help sustain and expand the Skate and Helmet Lending Library. If you would like to make a donation, please do so during business hours at the Municipal Office, located at the North Grenville Municipal Centre, 285 County Road 44, Kemptville (2nd floor Reception).

Expression of Interest - Maplewood Hall

The Oxford Mills Community Association submitted an Expression of Interest in purchasing Maplewood Hall in March of 2015. As a result, staff were directed to review Municipally-owned buildings and report back to Council.

The report was part of the September 21 Committee of the Whole agenda, however, the Expression of Interest that had been submitted by the Assocation was mistakenly not included as an appendix to the report. The full Expression of Interest is available here and will be included in the September 28 Council agenda package.

Capital Works Update - River Road

As part of the 2015 capital budget, the rehabilitation of the ashphalt surface and installation of a paved shoulder is planned for River Road between County Road 44 and Settler's Way.

The Municipality of North Grenville is pleased to announce that the installation of murals along the retaining wall near the North Grenville Public Library will commence during the week of September 14-18, to coincide with Heritage Month in the Municipality. Municipal Councilor Jim Bertram believes that this project serves to highlight North Grenville’s “vital past, dynamic present and promising future”.
The idea for the murals project was initially presented to the Heritage Advisory Committee by local resident Don Munz in 2014. The idea was to beautify a prominent space in the downtown core through the reproduction and enlargement of historic postcards. Postcards and research were provided by the North Grenville Historical Society and voting occurred in September 2014 with over 500 people casting ballots for their favourite image.

“Members of the Municipal Heritage Advisory Committee attended several events to gather votes for the murals and were delighted at the enthusiasm expressed for the project by residents and visitors alike,” commented Rowena Cooper, Chair of the Heritage Advisory Committee.

Following the voting period, three postcards were selected for enlargement and reproduction: “Kemptville from the Tower”, “Waterfall” and “Joseph Street”.

The Municipality issued a Request for Proposal in June 2015 and the project was awarded to Jarvis Design & Display. The Municipality is very pleased to be working with an experienced, local company to facilitate this project.

The formal celebration of the installation will take place on Saturday, September 26, 2015 at 2:00 p.m. at the North Grenville Public Library.

Dedication of Veterans Way Memorial Park

The Municipality and the Veterans Way Memorial Committee are pleased to extend an invitation to the public to the formal dedication ceremony for Veterans Way Memorial Park on Sunday, September 27 at 2:00 pm. The dedication wil be a proud salute to those who have bravely and selflessly served their nation and their communities in times of conflict and peace.  The Memorial Committee asks that everyone do their part by wearing red to the ceremony as a visual tribute in recognition and support of the Veterans' legacy of freedom and democracy.

For those who are not familiar with the area, the Memorial Park is located at County Road #44 and Veterans Way at the entrance to the Ferguson Forest Centre, just north of the North Grenville Municipal Centre.

The Veterans Way Memorial Committee members are very proud and pleased to announce that the dedication ceremony will commence with a concert by the prestigious Central Band of the Canadian Armed Forces. The Central Band will play from the centre field area of the Memorial Park which will offer multiple viewing areas for the audience.

The dedication ceremony will include the attendance of local Veterans and the participation of the Army, Navy and Air Force Veterans in Canada, Zone G-3 Royal Canadian Legion Branches, NATO Veterans Organization of Canada, past and serving members of the Canadian Armed Forces and Emergency and Protective Services representatives.
The list of honoured guest speakers includes MP Gord Brown, MPP Steve Clark, Mayor David Gordon and John Wilson, President of the Ferguson Forest Centre Corporation Board of Directors.

Please be advised that there will be limited seating available on site for Veterans and their guests during the ceremony. It is suggested that attendees consider bringing a lawn chair or portable seating device if they wish to do so. In keeping with Municipal regulations that apply to this special event, the public is requested to refrain from bringing animals to the Memorial Park.

In the event of inclement weather, arrangements have been made to hold the Dedication Ceremony indoors at the Urbandale Arts Centre, which limits seating to the maximum capacity permitted in the Theatre.

Please note that a portion of Veterans Way will be temporarily closed to vehicular traffic in the interest of public safety to accommodate the ceremony.

Smart About Road Salt

As part of the Municipality's commitment to protect drinking water sources and the environment, the Municipality of North Grenville is promoting the adoption of Smart Salt Practices this winter.

The Smart About Salt Council is a not-for-profit organiztaion that teaches how to effectively balance winter safety with environmental protection. They provide certification and training programs for owner/operators and facility managers that not only result in reducing the use of salt on roads, parking lots and sidewalks but can also reduce liability and mainentance costs. Upcoming sessions:

  • October 7 - Kingston
  • October 8 - Ottawa
  • October 9 - Kemptville
